Parse the latest patch number

There needs to be a parser that can retrieve the latest release (or unreleased) version, to enable version comparison when refreshing #12, store the version for the data set #11 and be able to provide it to the client #15

I don't know where to get this data from.

The "Patches" link on the home page links to the most recent patch, but I'm not sure how up-to-date this is.

There's a "Patches" page, but it hasn't been updated with 3.05 so I'm not sure it's very up-to-date either.

There's also a Latest Patch page, which is a redirect. This seems to be the best bet.
