Create a uenv for Alps

Requirements:

• Upgrade build system #63 is merged
• Packaged is released on PyPi

We then need to create a Spack package and prepare the usual recipe files.

I released the package on PyPI, but it doesn't include C libraries. I tried to fix that, but with no success.

In practice, if the package is installed in the "usual way" (pip install .), things do not work. An attempt to run an example results in a missing lib file. However, if one installs things in editable mode (pip install -e .), everything works fine. I have created an issue for this: #70.
