Create temporary repository for universalreference.io redirect

Due to limitations in how Domain forwarding functions for the Godaddy registrar, it is not possible to natively forward https based requests. Create a repository called universalreference.io-redirect that hosts a GitHub pages site that serves universalreference.io and provides a redirect of content to emporous.io.

The repository will have a lifespan of 6 months past its creation date and will be deleted. This will allow those still using the universalreference.io domain ample time to update bookmarks and transition
