use upstream commit

apply_patch.bash creates a local commit in the go submodule, which must
not be recorded as the submodule pointer: it is unreachable from any ref
on go.googlesource.com, so CI cannot fetch it. Point at the upstream
go1.27.0 release commit instead; CI applies the patches itself.
