Add health endpoint and workflow_dispatch trigger

- Add /health endpoint to nginx config for Kubernetes liveness/readiness probes
- Add workflow_dispatch trigger to allow manual Docker builds from PRs
- Update tagging strategy to include 'edge' tag for manual builds
- Add PR-specific tagging (pr-<number>) for better tracking
