Add DECset 12.8 MMS Default Rules

This one was reported quite some time ago. It needs to be fixed:

I just downloaded MMK 5.1 from GitHub, built it and tried to invoke it to see
if it was a faster alternative to building with DECSet MMS 12.8, which I run on
an Integrity rx2660.

MMK would not build my DESCRIP.MMS project because many of the default rules in
MMS 12.8 do not exist in the MMK default rules.

For example, I saw that these MMS default rules which I use are missing:

                .F90.F90$MOD
                .FORM.OBJ
                .IFDL.FORM
                .SC.OBJ
                .SFO.OBJ
                .SQLMOD.OBJ
