Menu item tooltips on Windows and Linux are missing

Tooltips for menu items do not seem to work on Windows. **Are they supposed to?** The only tooltip that works is the main one on the sys tray icon. The tooltips work fine on macOS. 

EDIT: My 2 Linux users also report no tooltips using KDE on Arch and Gnome on Ubuntu.
