Add Deadband Visualization Utility to `visu` Package

I wrote a little utility script that helps to visualize what a "deadband" really means for analog metered quantities (most commonly in reference to PLC logic, or industrial applications). This could be a useful utility added to the visu package, and should probably be done at some point.
