Set base image for scientific-gpu to Ubuntu 24.04

Currently scientific-gpu image is based on cuda with Ubuntu 22.04, diverging from scientific-common/python-base with Ubuntu 24.04. This also leads to differing Python version of 3.11 vs 3.12, respectively.
