Buttons in content-toolbar and in the widget should be the same for inherited content

1. Create a project (do not select a langaguage), create a layer (do not select a language as well)
   

2. Add a folder in the project

3. Go to the layer and select the folder

BUG - Localize button is displayed on the toolbar, but Edit button is displayed in the widget
Expected - Localize button should be displayed in the wisget as well

The language in the layeris the same as the language in the project and clicking 'Localize' button just adds a block inherit
