Layers Widget - Edit button should be displayed when current user has sufficient rights

1. Create a project then create a layer
2. Add a content in the project
3. Go to the layer , open Layers Widget and click on the parent-project-item in the widget

BUG - Open button is displayed for the item from parent project, but SU has sufficient rights for all content, Edit button should be displayed
