Prioritized languages #9293
Description
The current list of languages is extensive, and may be overwhelming to edtors.
Extend the "default" language for a project to support a selection of multiple languages.
- Support ordering the languages, top language is the default
- In the language dropdown of content, show the "prioritized" langauges on the top of the list.
