CLI preinstalls versions of apps incompatible with version of the distro

1. Create an empty sandbox on XP 7.14.4
2. Select "Essentials" template
3. Start the sandbox and go to localhost:8080

Bug: CLI picked up the latest version of Content Studio (5.3.1) instead of the last one that is compatible with 7.14.4 (5.2.4)
