Cleanup/address clang-tidy nolints

As part of the drive to restore/fix clang-tidy testing to ci a lot of lines have NOLINTED

Some of these have ~trivial fixes

Some point to more serious (ie mem-related) issues and should probably be looked at further - a subset of these are non-testing code
