Title: Dynamic modules: Add support for custom handshaker extension point

We added TLS-PSK support to Envoy through the custom handshaker extension point. And Envoy Gateway has official support to dynamic modules. So we can enable TLS-PSK on Envoy through Envoy Gateway after this issue.
