How to reproduce

Preconditions:
create toolset with Allowed tools values
create publication request for this toolset

Steps:

1. by admin open publication request
2. click on "Go to a review" link
3. check Allowed tools values

Actual result

values displayed as plain text

Expected result

Allowed tools values on preview form should be displayed as they are displayed in Toolset Editor
