Paste tool with dragging is not forming a new bond

Steps to Reproduce

1. Create any structure
2. Copy the structure and use the Paste tool to put the structure on the canvas
3. Instead of just clinking on the structure to merge with the existing one - try to drag the mouse with hold the left mouse button.
4. Check if new bond appear

Actual behavior
A bond is not created, it doesn't matter what kind of structure we create (it's could be a single atom, a structure with sgroup inside etc.)

Expected behavior
A bond is created and the position of the pasted structure is updated based on the mouse position.
The same behavior as we use the regular tool (like Atom or Template) and click and drag -> forming a new bond.
