in Safari, toolbars don't scroll properly when canvas is small

Steps to Reproduce

1. Using Safari, go to https://epoch.uky.edu/ace/nosession/ketcherTest1.jsp.
2. Click on the western toolbar's down arrow.

Actual behavior
The toolbar doesn't scroll. I have also seen this problem on the eastern toolbar, though it appears to be behaving correctly with the curent settings.

Expected behavior
Go to the same page with Chrome and it works as advertised.
