Population data and rates

It would probably be sensible to normalise by population and offer rates per 100,000 as a secondary option to straight admissions. This would need:

• Support for populations at LTLA and UTLA level.
• Support for population passing in functions with defaults to package built in
• Support for outputting rates (i.e calculate and include)
• Support for mapping rates + summarising by rate.

I'm thinking I will try and validate my algorithmic approach with your data driven one.
