Check if `sqs:*` permissions are not required for `use_delivery_dlq` function

We have function https://github.com/epsylabs/serverless-builder/blob/master/serverless/aws/functions/event_bridge.py#L51-L62 but I am almost certain that IAM permissions are missing that would let to put message from EventBridge to DLQ.
