Issue Description: The modal correctly traps keyboard focus when navigating with the Tab key. However, screen reader users can navigate outside the modal using the virtual cursor (e.g., arrow keys in NVDA) and access content behind the dialog while the modal remains open. This allows users to interact with background content that should be unavailable until the modal is dismissed, resulting in an inconsistent and confusing user experience.
