argc_max is not working for lark parser

Add e.g. the following to poly.ert:

DESIGN_MATRIX bar.xlsx DESIGN_SHEET:DesignSheet01 DEFAULT_SHEET:DefaultValues PRIORITY:sampled PRIORITY:design_matrix

This line is accepted by the parser, but should not be.

(copy semeio/tests/fmudesign/data/config/generateddesignmatrix.xlsx to bar.xlsx to reproduce)

argc_max is not working nicely in conjunction with options_after because all option values are put into one dict which counts as one argument in apply_constraints().
