The "Ensemble evaluation" experiment cannot be run when no ensembles are available,
e.g. no experiment have been run yet.
The current solution is to disable the play button when invalid.
After a discussion in slack it is decided that a better solution would be to disable the experiment in the drop-down menu.
This will also be consistent with how #14209 handles disabling.
