Update Drogon with FMU Settings

Initialize FMU Settings, set up model metadata and mappings, and update global_master_config.yml for Drogon.
There will probably be a new release of Drogon at some point this autumn, coordinate with Roger/Targa.
( FMU course is coming up end of Sept(?) )
