Verify oci is functional

I got hit by "cannot find newuidmap: executable file not found in $PATH", which is just an issue with podman. Maybe it was given that this was a podman issue, but still, a possible validate engine would be nice. Also, I think engine option currently is a check on platform, and not actually testing if it exists in path..
