Make open-source repositories follow Equinor policy #410

Description

@IboTobi

Equinor has specific policies for Source Code Management (SCM) https://varia.equinor.com/docs/default/component/equinor-developer/governance/scm-policy/
https://varia.equinor.com/docs/default/component/equinor-developer/guidelines/healthy_repo_guideline/
All repositories, (prisma-decision-web, prisma-decision-api, prisma-decision-docs, prisma-decision-infrastructure) shall follow those principles.

When the repositories are fulfilling those policies, the prisma-web repo should also be made open-source.

The following policies apply:

  • All repositories shall contain a README.md file with fundamental information about the repo.
  • All public repositories containing source code shall have an open source license file.
  • All public repositories containing source code shall have contributing guidelines.
  • All repositories shall contain a SECURITY.md file based on the SECURITY.md template.
  • All repositories shall have a minimum of two admins, but not more admins than strictly necessary.
  • All repositories shall have the custom property 'AppId' populated with the app id of corresponding ServiceNow Business Application. The rationale for this requirement with some guidance can be found here.
  • Repositories used exclusively for documentation purposes shall be tagged with the topic documentation. For guidance on how to tag repositories, see the GitHub documentation.
  • All GitHub user-accounts linked to the Equinor organization shall have the user's full name registered on the account.
  • GitHub teams shall always be visible. Secret teams, which can hide repository permissions for everyone except owners, are not allowed.
