[DPF] Add utility hook for state persist

Each module that implements the provider framework is more or less implementing the same logic to store and apply the serialized manager state. We should move this to it's own utility hook

I agree. However, I think we should wait for persistence being in place in order to avoid refactoring as the current implementation utilizes local storage instead of the backend database.
