Support `open-pull-requests-limit`-like option for the `/pr` action variant

Summary

Add support for an option like the Dependabot open-pull-requests-limit option to be able to limit the number of Pull Request opened at once. This would improve the usability of the "Parallel Updates" recipe use case.
