Commit message supports render table of changed tools

During PR review @ericcornelissen had good idea to update commit message with list of changed tools.

Maybe something like:

shellcheck  0.9.0 -> 0.11.0
shfmt 3.11.0 -> 3.12.0

For this feature, we need to add new output and update templating to support this new list of tools.
A second option is to simply substitute incorrect characters from the existing markdown table variable to achieve the format we're trying to achieve.
