Bump version to 0.4.0-preview1

This is a preview release. Adds (experimental, untested on real hardware):
- KingSong KS-S22 / S20 / S18 / KS-14/16/18 / F18P / F22P
- Begode/Gotway Master, T4, RS, EX, MSP, Hero, Mten, MCM5, MSX
- Veteran Sherman, Patton, Lynx, Abrams
- InMotion V1 family (V5 / V8 / V10 / L6 / Glide / Lively)
- Ninebot Z (Z6 / Z10) + legacy (One E / E+ / S2 / Mini)

V14 + P6 paths verified unchanged; the four-agent regression audit
caught and fixed V3 routing, V1 max-speed byte order, Lynx_2000
dispatch, and a few minor Ninebot cosmetics.
