Move `commitment-prefix` code to subcommand of `erigon snapshots commitment-analysis`

we have `commitment-prefix` binary which need to become a subcommand `erigon snapshots commitment-analysis`. Separate `cmd/commitment-prefix` must be deleted then.
During integration need to rewrite its code to open database/aggregator/etc in same manner as other snapshots subcommands do.
