Error compile 3.23.0 version rebar3

I was trying to compile rebar3 version 3.23.0 and got an error

I was follow for steps which describes in the README.md file

Github seems to be unable to currently display this image. It would be helpful if you provided basic content around the Erlang version you're trying to build with, the platform on which you are trying to build it, the commands used, etc.
