If an anchor is specified, focus on the given element

Currently, when this plugin gets the following URL:

```
http://python3porting.com/noconv.html#more-bytes-strings-and-unicode
```

It will print exactly the same output as if it was given

```
http://python3porting.com/noconv.html
```

It is obvious that in the first case the summary for a given element (as described by the anchor in the URL) would be much better than a summary of the whole file.
