Feature Request: Submission form for Community Intermissions #71

Description

@FatzkeFTW

Since we want to keep using community intermission videos going forward, I'd like to make use of the user tool for the submission of these instead of using Google Forms.
These videos are short showcases we play during intermissions submitted by the community. Example: https://youtu.be/e016DOtGX50

Necessary fields only include game name, a short description ("Provide a very short description of what you're showing") as well as the link to the video on YouTube. Export functionality into a spreadsheet format would have to be provided as well.

There should be no limit to how many videos a person can submit. (Probably still good to add a ceiling that's almost impossibly high to reach for a normal user to limit the possibilities to sabotage)

This could be expanded later on to also include the possibility to accept or reject video submissions.

If possible these submissions would span across all events instead of being tied to a particular one.
