Decision: Consolidate GraphTrail, MiseLedger, and agent-notify into Brigade

Decision: full consolidation accepted

Status: completed 2026-07-27.

The operator accepted Option A in the merged ownership RFC from PR #588. Brigade is the sole source, issue, binary, schema, and public release authority for GraphTrail and MiseLedger. Their source histories live under engines/code-graph/ and engines/evidence-ledger/.

The separate agent-notify decision in #366 is also executed: its preserved history lives under stations/notify/ through #433, and its release-train and beta-handoff wiring merged through #439 and #443. Agent Pantry remains source- and release-separate.

Completed record

• GraphTrail and MiseLedger histories were imported with authorship preserved in feat: import GraphTrail v0.4.0 history #379 and feat: import MiseLedger v0.6.0 history #381.
• Brigade v0.25.0 shipped the unified engine release and managed installation path.
• PR docs(phase-4a): compress the compatibility window by maintainer decision #422 waived the proposed v0.27.0 plus 90-day gate before it ran.
• PR docs(phase-4a): record executed archival of both standalone mirrors #424 records the migration notices, no-rewrite verification, documentation-link updates, and archival of the standalone GraphTrail and MiseLedger repositories on 2026-07-21.
• The managed executable names and the brigade search aliases have no scheduled removal date.

Remaining work tracked elsewhere

• Publish the stable-pin release for agent-notify #431 tracks only the deferred stable-pin agent-notify release and published acceptance.
• Phase 4: compatibility shim policy and engine repository archival checklist #365 retains three cleanup items: the MiseLedger feat: add security doctor checks #43 straggler, remaining cargo install guidance, and the crates.io deprecation-policy mismatch. They are not consolidation blockers.
• The Brigade-owned session list/search facade remains ordinary roadmap work, not an archive gate.

The Phase 4 engine-archive policy correctly excluded agent-notify at that time. Its later import proceeded under the separate #366 decision and #431 execution record.
