No UTC+11 Option

Describe the bug
My timezone is UTC+11 it's not selectable from the menu. This means after setting the highest I can (UTC+10) the time is always 1 hour behind. So if I sync my time at all, I cannot get a correct time whatsoever.

To Reproduce
Check settings.

Expected behavior
UTC+11 should be an option to display the local time for me.
