Use ClusterTester for Identify Cluster (project-chip#42156)

* Initial commit

* Refactor IdentifyCluster tests to use TestProviderChangeListener

Updated TestIdentifyCluster.cpp to replace TestServerClusterContext with TestProviderChangeListener for better clarity and functionality in the tests. Adjusted the startup expectations and change listener retrieval accordingly.
