[TC-CADMIN-xx] Updating the yaml script by adding note to the manual steps as per VS doc update, removing TC-CADMIN-1.20 & 1.26 as the test plan has been removed. (project-chip#38340)

* Update Test_TC_CADMIN_1_18.yaml by adding note in steps: 2, 4, 11

* Removing CADMIN-1.20 yaml script as this TC removed from the test plan

* Removing CADMIN-1.26 yaml script as this TC removed from the test plan

* Fixing review comments: Removed the TC-CADMIN-1.26 reference from manualTests.json
