Eim 149 unify cli gui (#66)

* merged the library code to the repository

* added test pipeline for the lib

* added the cli codebase to the gui too

* Documentation update

* contributing guide

* removed lzma dependency

* run identification print

* Windows CLI enable

* reenabled wizard on cli only build

* updated tauri

* on windows use system api unzip only as a fallback

* added non blocking settings acquire

* added windows specific single version install routine

* locked deranged to 0.4.0 because it break builds on macos

* fixed cli args

* enhanced logging in the combined cli and gui build

* Windows installation now shows output log to the user properly

* pretty output

* EIM-157: hanging console fix

* enabled documentation build
