Rename and Remove duplication from Artifacts on Release runs

Description

This PR provides a simple update to the github workflow runs for releases.

• Duplicates on CLI artifacts are removed.
• CLI and GUI artifacts will now have the release number in the name instead of workflow run number.

Steps that used the run_number to locate artifacts were updated to look for the release reference number.
Normal runs triggered by PR or Schedule will continue to use workflow number int eh artifacts name.
