Unencrypted key support

While it's useful to recommend people towards using encrypted keys, the [Snowflake documentation describes creating unencrypted keys](https://docs.snowflake.com/en/user-guide/key-pair-auth#generate-the-private-keys). It would be useful to support unencrypted keys for anyone with existing keys generated this way.
