Add ability to retry some failures in data flow reset

During the last step of Data Flow Reset it is possible the user will face an issue that is transient. For instance - they could get the `daemon` issue that pops up from time to time.

We should look at the errors and see if we can retry them. This might mean needing to wait a second while we retry. Also, probably want to communicate this to the user.
