Make naming conflicts more obvious in UI

Problem
Often users run into naming conflicts. They are non obvious as publication errors, but would likely be much more obvious as UI form validation issues.

Proposal
During test/save the UI could make a query to see if the name matches one already in the system and then show an error if so.
