Update line item / other costs based on user's address?

I'm looking for any documentation that might help me understand if/how we can adjust a line item price based on the Apple Pay customer's address info.

Scenario is that we bake import duties into our prices, which is a factor of the customer's location (as well as the product designer's location, it's a pseudo drop ship setup).
