Create a policy "Goals" document for the CoC

This can be thought of as a key piece of the design documentation, followed by a declaration of principles and system design. While we created a proposed text for the policy, we can retroactively work on this.

I honestly have no idea what you're trying to say here.

In general though, goals means the things we want to do. My goal in contributing to this is to facilitate better collaboration and reduce conflict and negativity. To that end:

• We're defining negativity in the CoC
• We're starting to create resources for better communication and collaboration in the Community Development folder
