Create a "System Design" document for the CoC

This will describe how the CoC will be used by teams, how teams are expected to adopt and fulfill their obligations for receiving complaints and acting on complaints.

Not sure if there's already a plan in place for this or not, but wouldn't it make more sense to ask the teams what would work for them and collaboratively convene on what that looks like together? This way, if the teams who are going to opt-in to the CoC are the ones writing it, they're much more likely to actually follow through on it.

Happy to help with that outreach process, but again, not sure if there's a plan in place or not yet?
