op-deployer: migrate to DeployMIPS2.s.sol

To complete the strangler fig strategy, we need to remove the legacy DeployMIPS.s.sol script and fully lean on the new DeployMIPS2.s.sol format. See this pr for an example of the end state we want to be in.
