op-deployer: migrate to DeployProxy2.s.sol #18035
Description
To complete the strangler fig strategy, we need to remove the legacy DeployProxy.s.sol script and fully lean on the new DeployProxy2.s.sol format. See this pr for an example of the end state we want to be in.
