op-deployer: migrate to DeployPreimageOracle2.s.sol #18036
Description
To complete the strangler fig strategy, we need to remove the legacy DeployPreimageOracle.s.sol script and fully lean on the new DeployPreimageOracle2.s.sol format. See this pr for an example of the end state we want to be in.
