Update OPCMv2 dependent tests

Some `op-deployer` tests require a deployed OPCM v2 contract in our test environment. Currently, this contract is deployed during test setup. It would be good if we can reference a pre-deployed address to simplify the setup, similar to how other tests on Sepolia reference a pre-deployed system config (`0x034edD2A225f7f429A63E0f1D2084B9E0A93b538`).
